I have to agree with John Q and say don’t we have Accounting firms here in BC? Maybe even some that pay local taxes?

Erroneous reporting? Lack of internal financial controls? Lack of written policies and procedures? No bid contracts?

Without adherence to full and open competition, adequate disclosure and approval for sole source contracting, and procurement of consulting services in accordance with all applicable [Office of Justice Programs] requirements, grant funding is at risk for potential waste and misappropriation … aka lining one’s pockets.

You are right Courthouse Crier- typical Beaver County Gov’t- they do whatever they want. Federal guidelines do not apply to Beaver County. Grant money is to give to their friends. Same story, different federal agency.
